KUALA LUMPUR, Malaysia – Somalia's fledgling government on Monday appealed for international help to set up a coast guard, saying it would guarantee that sea piracy near its shores is wiped out once it has such an agency.
However, representatives of the east African nation's government — attending an international conference on piracy — ruled out allowing foreign forces on Somali soil to destroy pirate bases.

Jurgen Kantner, kidnapped from his sailboat by Somalia pirates last year, has baffled locals by returning to the scene of the crime to retrieve his beloved sailboat. The residents of Berbera, a Somali port in the pirate-infested Gulf of Aden, call 62-year-old Jurgen Kantner "the mad German sailor." On June 23 last year, Kantner and his wife Sabine Merz were steering their modest sailing yacht through Somali waters when armed pirates captured them and brought them ashore to a mountain hideout.
