The federal government will consider changing the regime that governs whether or not radical groups are listed as terrorist organisations.There have been questions about why the radical Islamist group al-Shabaab - linked to an alleged plot to attack a Sydney military base - is not listed as a terrorist organisation in Australia.The United States has included the group on its designated list of foreign terrorist organisations since October 2008.
United States Secretary of State Hillary Clinton on Thursday reiterated al-Shabaab was a terrorist group with links to al-Qaeda and other militant networks.
Attorney-General Robert McClelland makes the ultimate decision on whether to proscribe organisations based on the recommendation of the Australian Security Intelligence Organisation (ASIO).Since the raids linked to the alleged foiled plot, the government has refused to clarify why the matter remains under consideration other than to say a 'range' of matters are still being examined.Mr McClelland said the government was considering a review of the proscription process, making more transparent the criteria applied when identifying a terrorist group.
'In the next couple of weeks it is anticipated we will be issuing a discussion paper on the proscription regime and specifically identifying the informal criteria that are applied by the security agencies,' he told ABC radio.'There will also be ideas about a closer engagement of the relevant joint committee on intelligence and security looking at the role it has in overviewing these recommendations.'So that will be issued for public discussion.'
