One of the consequences of state collapse in Somalia in 1991 was that foreign companies began dumping harmful toxic waste along Somalia’s largely unguarded coastline.
It is even widely believed that Italian journalist Iliara Alpi’s discovery of a “guns-for-waste” trade between Italian arms manufacturers and Somali militias is what led to her murder in Mogadishu in 1994.
In 1997 the environmental NGO, Greenpeace, confirmed that Swiss and Italian companies were acting as brokers for the transportation of hazardous waste to Somalia.
Later, the United Nations Development Programme concluded that the dumping of toxic waste was “rampant” along Somalia’s coastline and that local communities were developing chronic diseases such as cancer as a result.
Somalia’s coastal waters were also exploited by foreign fishing companies. In the 1990s, ships and trawlers from Europe and Asia began illegally fishing in Somalia’s waters, depleting the region’s rich marine life and depriving local fishermen of their livelihoods.
It is widely believed that illegal fishing by foreign trawlers gave birth to piracy in Somalia as impoverished fishermen sought other ways of earning a living. Of course, the hijacking of ships by Somali pirates was facilitated by an international network of brokers, who also benefited from piracy, thereby ensuring that it remained a source of income for many jobless Somali men.
Now that European and other countries are policing Somali waters, incidents of piracy have reduced drastically, but other threats remain.
Recently I came across a document that shows that none other than the Somali government may be willingly entering into deals with foreign companies that would allow hazardous waste from other countries to be dumped in Somalia.
According to the document, a London-based company has allegedly entered into a contract with a country in the Middle East for the export of hazardous municipal household waste to Somalia.
The Somali government has apparently given this company a two-year licence to dispose of hazardous waste from this Middle Eastern country in Mogadishu through local companies that claim that they will use the waste to generate biogas.
Are foreign governments and companies taking advantage of a governance and regulatory vacuum in Somalia to dump their toxic waste in the country? And is the Somali government willingly accepting this waste for a fee?
I am not able to verify the authenticity of the document, but I would hardly be surprised if the Somali government had entered into such a deal.
In 2013, President Hassan Sheikh Mohamud entered into a deal with the British company, Soma Oil & Gas, for oil exploration in Somalia even though he had earlier expressed fears that the country was too fragile to risk entering into such contracts.

Analysts warned that the deals could ignite further divisions in the country, particularly in oil-producing regions, and especially because there were not adequate legislative provisions in place to regulate the oil sector.
There were also concerns that oil deals would pave the way for more corruption. These concerns were so widespread that in July 2015 the UK’s Serious Fraud Office opened an investigation into Soma Oil’s dealings with the Somali government.
In May last year, Bloomberg Business revealed a draft production-sharing agreement between Soma Oil & Gas and the Somali government that indicated that Somalia could end up paying up to 90 per cent of its oil revenue to the British company, thereby conferring unusually high benefits to the latter.
Barnaby Pace, a campaigner with the watchdog Global Witness, described the agreement as a “terrible deal for the Somali people”.
What shocks and dismays many people is why the government of a country that has already been traumatised by more than two decades of civil war, anarchy, and now terrorism would enter into deals that have the potential of causing further instability, environmental degradation, and under-development.
Furthermore, the dumping of toxic waste in Somalia not only threatens the health and environment of the Somali people, but also poses a health and environmental risk to the whole of the East African coastline.
Thanks to the civil war, Somalia already lags behind most African countries in literacy, health, infrastructure, and other sectors. If the looting and destruction of its natural resources is continuing under a post-war government that should ideally be focusing on reconstruction, then what hope is there for Somalia?

Somalia: Puntland ends anti-al Shabaab military operations, over 200 militants killed

Somalia’s autonomous region declared on Thursday that it ended a week-long military offensive against al-Shabaab militants that arrived by boats in the Northern coastal provinces, a senior official said.


The sweeping offensive named after ‘’Danab’’, which means lightning, was launched on the 14th of March a day after the militants landed at the Coastal village of Gar’ad.

Speaking at a news conference, Puntland Defense forces PDF  chief General Saeed Mohamed Hirsi said that the high intensity operations ended successfully, with over 200 militants killed and others captured alive.
‘’The operations against the terrorists were completed in a very successful fashion. A total of 208 militants were killed and 46 others were detained. We lost 20 soldiers.’’

Present at the news conference, President Ali hailed the victory reached by his forces, urging all Somalis across the country to unite in the war against al-Shabaab extremists.
On the al-Shabaab Children soldiers captured in the battle, Puntland President stressed that his administration will practically provide rehabilitation and reintegration programs to them.
The battle against al-Shabaab launched by Puntland defense forces set a major landmark reached by Somali forces without the help or aid of foreign troops.

In late 2006, it focused on expelling the Ethiopian forces that had intervened in Somalia and later aligned itself with al-Qa’ida. On March 14 2016, the weary Al-Shabaab militia has accessed the natural port of Gar’ad as their first en route to Puntland, 4 boats with more than 400 Al-Shabaab militants has utilized to land at Puntland peripheries, hence their plan is to utilize Puntland long coast to reach their target areas which was Galgala and Qandala. As my year and half Puntland intelligence directorate I could never imagine the result should be calculated in such few days and In the history of Al-Shabaab in any place else in Somalia and horn Africa it has never happened to them such a huge lose of the apprehended detainees, the killed Al-Shabaab fighters and their destroyed weapons by Puntland Defence forces, such a very proud credit is for Puntland military force, and to those who died fighting for us they have been placed the gold pages of our centuries to come.

And because Now it’s a lesson learned , we have seen the very good picture of Puntland people and we have sighted the dignity of our togetherness the likes of today, the idea, financial and hand assistance we provided made our military forces more stronger and inspired them to overrun the wrong-directed extremist militia, the Puntland military appreciates the thousands of volunteers who have mobilized themselves and submitted their allegiance to the military forces in the unified response to this emerging threat, at the times of critics and such military emergencies Puntland people invest their souls and everything related for the common national issues.

Some believe and suggested that the western intelligence should have aware of the move and the international naval flotilla could have blocked them,but from my view point as a junior security intelligence directorate those guys couldn’t follow such a quick move made by the militants and in analysis NISA’s surveillance team should have aware of it.
And even without the help of the international naval flotilla them my own analysis gave me we could have won whatever the case.

My final say on the chapter
We have made celebrity on the war against Al-Shabaab that led the international community to deeply concern over what happened last 7 days in Puntland, they should have come now beyond their request, whether the war was political agenda sold by a few silent enemies today we have the will to bargain every business that involves our interest because we are in a century where mutual interest has worked deeply in the roots of military power.
and because we made a victory does not mean we are purely save, from my experience as junior intelligence directorate, Al-Shabaab are very professional for the revenge, although we are strong enough secure our territory but yet I see the war will not end is such simple smile.
1. I do recommend to the government to establish Puntland’s security act that will further bring a far strong security policy and enrich the intelligence agencies with huge investment in terms of finance, qualified intelligence professionals and huge surveillance teams in order to realistically find a concrete information about the plans and strategies of our enemies.
2. and let me share with you an old intelligence principle that says ‘policy success or intelligence failure’ that simply gives very near image on how the intelligence is important for the medium and long policy on government.
In conclusion. We have scored a golden victory over the war against Al-Shabaab, i’m sending my profound appreciation to Puntland Military force who have invested their blood and soul for protecting this territory and its people, also the unforgettable allegiance and volunteers made by Puntland people local and abroad to support their defense military and Puntland journalist who proudly publicized the good pages of their defense military.

In 1991, the government of Somalia – in the Horn of Africa – collapsed. Its nine million people have been teetering on starvation ever since – and many of the ugliest forces in the Western world have seen this as a great opportunity to steal the country’s food supply and dump our nuclear waste in their seas.
 
Yes: nuclear waste. As soon as the government was gone, mysterious European ships started appearing off the coast of Somalia, dumping vast barrels into the ocean. The coastal population began to sicken. At first they suffered strange rashes, nausea and malformed babies. Then, after the 2005 tsunami, hundreds of the dumped and leaking barrels washed up on shore. People began to suffer from radiation sickness, and more than 300 died. Ahmedou Ould-Abdallah, the UN envoy to Somalia, tells me: “Somebody is dumping nuclear material here. There is also lead, and heavy metals such as cadmium and mercury – you name it.” Much of it can be traced back to European hospitals and factories, who seem to be passing it on to the Italian mafia to “dispose” of cheaply. When I asked Ould-Abdallah what European governments were doing about it, he said with a sigh: “Nothing. There has been no clean-up, no compensation, and no prevention.”
 
At the same time, other European ships have been looting Somalia’s seas of their greatest resource: seafood. We have destroyed our own fish-stocks by over-exploitation – and now we have moved on to theirs. More than $300m worth of tuna, shrimp, lobster and other sea-life is being stolen every year by vast trawlers illegally sailing into Somalia’s unprotected seas. The local fishermen have suddenly lost their livelihoods, and they are starving. Mohammed Hussein, a fisherman in the town of Marka 100km south of Mogadishu, told Reuters: “If nothing is done, there soon won’t be much fish left in our coastal waters.”
 
Somali waters have a high potential for fishing. As a result, the Fisheries and Marine Resources Minister has indicated that a study by his ministry had shown a large number of foreign vessels illegally fishing in Somali waters and serious pollution caused by vessels discharging toxic waste. Heavily armed foreign boats have often tried to exploit the breakdown of law and order in Somalia since the overthrow of President Mohammed Siad Barre in 1991 by fishing in the rich Somali waters, thus depriving coastal communities of resources.
 
 
Further, Somalia is one of the many Least Developed Countries that reportedly received countless shipments of illegal nuclear and toxic waste dumped along the coastline. Starting from the early 1980s and continuing into the civil war, the hazardous waste dumped along Somalia’s coast comprised uranium radioactive waste, lead, cadmium, mercury, industrial, hospital, chemical, leather treatment and other toxic waste. Most of the waste was simply dumped on the beaches in containers and disposable leaking barrels which ranged from small to big tanks without regard to the health of the local population and any environmentally devastating impacts.
Industrialised countries generate about 90 per cent of the world’s hazardous wastes. The amount of waste crossing national frontiers is increasing and is likely to continue, due to the high growth of industries in developed countries accompanied by a high increase in the production of hazardous waste. Reportedly, some European firms are known to be engaged in the business of dumping hazardous waste in Africa. The primary cause of this is cost. It has been estimated that it costs as little as $2.50 per tonne to dump hazardous waste in Africa as opposed to $250 per tonne in Europe.

From cocaine to plutonium: mafia clan accused of trafficking nuclear waste
 
 
Authorities in Italy are investigating a mafia clan accused of trafficking nuclear waste and trying to make plutonium.
The ‘Ndrangheta mafia, which gained notoriety in August for its blood feud killings of six men in Germany, is alleged to have made illegal shipments of radioactive waste to Somalia, as well as seeking the “clandestine production” of other nuclear material.
Its true there was an increase in illegal dumping of Toxic wastes on the Somali waters by European and Asia firms, because the country had no functional government for the past 17 years.  As a result almost all European and Asia firms started freely dumping their toxic wastes in Somali waters without paying for the service.
 
 
As a result of this, a group of enterprising Somalis leaving at the port of Eyl , a haven for piracy, approached the Italian mafias in Rome and explained their annoyance over the dumping of toxic wastes on their waters..
 
 
The group of Somalis then requested the Italian mafias to protect their waters and start collecting revenue from vessels plying the route. The Italian Mafias accepted to help their former protectorate by stopping the irresponsible dumping of toxics wastes on one condition, which was to seize any vessel travelling on the Somali waters and demand a ransom. Hence the beginning of a flourishing piracy business at the port of Eyl where NATO forces even fear to go
The Italian mafia is an old hand at illegal toxic-waste dumping, drug smuggling and kidnapping, but prosecutors now say it’s moved into sinister new lines of work providing services to foreign terrorists including Al Qaeda, and trafficking nuclear material. Francesco Basentini, head of anti-mafia police in Potenza, says his investigators have evidence that the Sicilian Cosa Nostra and Calabrian ‘Ndrangheta have been dealing in radioactive nuclear waste, some imported from elsewhere in Europe and the United States. And, he says, they’ve also been dabbling in the
“clandestine production of plutonium.”
 
 
While Basentini won’t reveal the mob’s customers for the nuclear materials, Nicola Gratteri, an anti-mafia prosecutor in Calabria, confirms that Italian mafiosi are increasingly working with foreign terrorists, and investigators have fingered the Naples Camorra mob as a conduit for fake documents and arms for Al Qaeda. Gratteri sees a perverse logic behind the mafia’s cooperation with terrorists: to make Italy a valued part of their infrastructure rather a target of their attacks.

Magistrate Francesco Basentini in the city of Potenza, in southern Italy, began the investigation after a confession of an ‘Ndrangheta “turncoat,” detailing his role in the alleged waste-dumping. Basentini said that two of the Calabrian clan’s members are being investigated, along with eight former employees of the state energy research agency Enea.
 
 
The eight Enea managers are suspected of paying the mobsters to get rid of 600 drums of toxic and radioactive waste from Italy, Switzerland, France, Germany, and the US, with Somalia as the destination lined up by the traffickers.
These activities took place in the 1980s and 1990s.
 
 
Maurizio Dematteis with the Italian environmental umbrella Ligambiente 2001 said there were already more than 600,000 tonnes of radioactive waste on the floor of the Atlantic ocean along the coast of the western Sahara.
 
 
He also said there were three enormous illegal dumps – among the largest in the world – in Somalia, where workers handle the radioactive waste without any kind of safeguard or protective gear – not even gloves.
The workers do not know what they are handling, and if one of them dies, the family is persuaded to keep quiet with a small bit of cash, the activist added.

A week has passed now since Puntland security forces have been battling over a hundred of al-Shabaab insurgents in the Northern coastal villages of the autonomous region after arriving by boats from Central Somalia.
In one of the horrifying moments, Puntland officials on Monday displayed to the media dozens of brainwashed boys as young as 12-years who were captured alive during the battle. They were forced to join the terror group as part of their new plans to launch a new insurgency in the stable region.

From Classroom to Battlefield

Like most Islamist terror groups, al-Shabab either abducts its child recruits from their homes and schools or entices them by offers of free food and gifts. In some cases, however, the Islamists take advantage of a child’s grinding poverty by paying for his services.
One 15-year-old boy, Jama, said that he was convinced to join the group after being promised that he will receive free education.
‘’I wanted to be educated and they promised me that I will get education. I never knew that I will end up in this kind of situation. My parent never knew about that at all.’’
Aden Isack, 16, was a resident of Hudur district, Northwestern region of Bakool. According to him, he was abducted by al-Shabaab recruiters as he was en route to visit his mother in Mogadishu.
‘’They arrested me and later on told me that I was part of their army. I was trained for two month how to fight.’’
Another boy, Maslah, 16, said:’’ They told me that I will fight for the religion. I had no idea about al-Shabaab and my parent are not aware of where I am.’’
All of them had the same plea – to be pardoned and reunite with their families who are not aware of their fate. W

Most of their commanders were killed during the week-long battle after refusing to surrender to the troops.
For those who chafe at the idea of self-slaughter, the terrorists rely on the threat and use of violence to ensure compliance. Not surprisingly, the need to resort to violence to guarantee obedience comes from the fact that many child recruits don’t come to the jihad willingly, but are the victims of kidnapping by the terrorists.

A tool to continue terror campaign

It should be noted that the use of child combatants is a worldwide plague practiced by a wide array of government, militant, insurgent and terrorist forces. In fact, it is estimated that most of the 300,000 boys and girls involved in the over 30 ongoing conflicts worldwide are less than 15 years of age.
Yet, not surprisingly, al-Shabaab, have taken their use of child combatants to a completely new and ruthless level, disregard that finds its expression in forced indoctrination.
Commanders like children because it is easier to manipulate their psychological capacity to participate in mass atrocities.
Several current conflicts display the correlation between child soldiers and the potential for mass atrocities.
Yet, as horrific as life is for a child ensconced inside the ranks of an Islamist terror outfit, children outside their deadly confines can still find themselves unsuspectingly used for lethal operations.
The use of child soldiers is a scourge on society. In addition to the simple horror of forcing children, who should be playing and learning, to experience hell on earth, it prevents a generation from learning and working to end conflicts, perpetuating violence and discord.
However, it is an extremely difficult problem to deal with. Even as governments acknowledge its horror and work to end the practice, non-governmental entities, that often have no problem violating human rights norms, continue to kidnap, recruit and enlist children
Unfortunately for these children, the gruesome reality of their violent deaths will most definitely trump the empty promise of the jihadist paradise painted by their heinous guardians

Many have commented on and rightly condemned al Shabaab's January 15 attack on the Kenya Defence Forces base in El Adde, Somalia. But what most commentators knowingly or unknowingly ignored is the fact that many soldiers who escaped were not welcome by the locals and had to keep moving or end up in captivity – a sign of Kenya’s failure to win the hearts and minds of the locals.
 
 
When Kenya invaded Somalia in 2009, the government branded it a mission to free the country from al Shabaab, while pursuing its covert aim of establishing a buffer zone that it controls. However, by design or ignorance, the government aligned itself with leaders of the Puntland region of Somalia and a guerilla group of ethnic Somalis originally from Ethiopia. They share a tribal name with prominent Somali members of former and present Kenyan governments. That decision would come to haunt Kenya in El Adde.
 
The metropolitan city of Kismayu, which is the largest KDF base in Somalia, was mostly under the control of the largest tribe that resides in Gedo and a significant number in Jubba since the collapse of Siad Barre’s regime in 1992.
 
The Marehan tribe lives on 400km of border that Somalia shares with Kenya – the largest single tribe with which Kenya shares a Somalia border. In early 2009, news circulated the Kenyan government was soliciting the support of government leaders in Puntland, a semi-autonomous region in northern Somalia that’s inhabited mostly by the Majerteen tribe. It shares no border with Kenya and sought unsuccessfully many times to contest the control of Kismayu against the Marehan tribe unsuccessfully.
 
This time, the Ogaden tribe political leaders in Kenya, who used to remain neutral between Marehan and Majerteen clashes, were eager to take advantage of the invasion. They have campaigned successfully for the Kenyan government to support and include in the coalition an Ogaden militia stationed in Dhobley town, which has links with the Ethiopian government.
 
The alliance of convenience against Marehan and al Shabaab was born. None of the Somali Kenyan politicians' aim was to eliminate al Shabaab, as they said openly, although Kenya had other ulterior motives. The Ogaden Kenyan politicians and the Majerteen tribe of Puntland, Somalia, had their motive too: to take Kismayu once and for all from Marehan’s control with the use of Kenya’s financial and its military power.
 
Prior of Kismayu’s capture, the city was under the control of al Shabaab, however, the group allowed the Marehan system to remain in place and dominate the city’s politics. Al Shabaab understood that without Marehan’s implicit support holding the city or keeping it functional would prove to be difficult, so they offered the tribe an olive branch. When Kenyan forces captured the city in October 2012, Kenya crowned a former al Shabaab leader, who is Ogaden, and was born in the Ogaden region in Ethiopia. This opened a new chapter. Over time, under the Kenyan leadership in Kismayu, Marehan members became a target for the newcomers. Their men were killed, women raped, and property confiscated.
 
Those who had the means fled the city in large numbers and most of them moved to Mogadishu. Marehan failed to grasp the great game that was unfolding since early 2008.
However, Marehan blamed the Kenyan government for the tragedy that its invasion inflicted upon their businesses, families and their city – the Kenyan government failed to protect them from the Ogaden militia.
 
Under the Amisom agreement, Kenya is responsible for sectors two and three, which comprise Jubba and Gedo (Ethiopia has a large presence and influence in this area, too). Kenyan forces moved into Marehan cities, towns and villages like El Adde. The Ogaden and the Majerteen remained in Kismayu and left Kenya to deal with a hurt warrior tribe that’s known for its modesty and vengeance.
There are two reasons why the locals did not help the fleeing soldiers. One, al Shabaab kills anyone
 
who helps its enemy. Two, the Kenyan government aligned itself with and assisted tribes that have stolen Marehan's jewel city and killed their kinship. The Kenyan government, therefore, has to re-engage the Marehan locals, re-assess its overall strategy in Somalia, and pursue legal channels to punish those who have misled it.
 
For Kenya’s mission in Somalia to succeed, all the locals must be equal stakeholders in this endeavour, and Kenya should provide incentives to attract the locals' goodwill.
