US stops African refugee program after DNA tests

WASHINGTON, Aug 20 (Reuters) - The United States has halted a program that united African refugees with relatives in America after DNA testing revealed many people were lying about family links, the State Department said on Wednesday.
Thousands of Africans have been allowed to settle in the United States since 1990 under the family reunification program, which accepts relatives such as parents or children of people who have already been admitted into the United States as refugees, or who were granted asylum.
But recent DNA tests on applicants in seven African countries showed only about 20 percent actually had a family relationship, State Department spokesman Robert Wood said. more..http://www.alertnet.org/thenews/newsdesk/N20434745.htm

Somalia's Opposition Vows to Unite, Fight Ethiopians

Aug. 19 (Bloomberg) -- Somali Islamic insurgents fighting a United Nations-backed transitional government have pledged to unite rival factions to drive Ethiopian troops from the east African nation, a spokesman for the rebel group said.
The Alliance for the Reliberation of Somalia split in June when a moderate faction led by Sheikh Sharif Ahmed signed a deal with the interim government in Djibouti, agreeing that attacks would stop in 30 days and UN peacekeepers would replace Ethiopian troops within four months. The accord was rejected by Sheikh Hassan Dahir Aweys, an Islamist leader regarded by the U.S. as a terrorist linked to al-Qaeda.
Differences between the leaders of the Islamic Courts Union ``will end soon,'' Abdilkadir Ali Omar, the deputy chairman of the group, said yesterday in a teleconference with journalists in the capital, Mogadishu. ``We will continue fighting against the Ethiopian forces who invaded our homeland aggressively until they withdraw from our country.'' more http://www.bloomberg.com/apps/news?pid=20601116&sid=aSA8eJ8UcQmQ&refer=africa

Al-Qaeda suicide bombers behind Somali assassination bid

BAIDOA, Somalia (AFP) - An unsuccessful bid to assassinate Somalia's interim president was an Al-Qaeda-hatched plot involving the country's first-ever suicide car-bombing, a senior Somali official said. The official, a top security officer in President Abdullahi Yusuf Ahmed's office, said two well-planned blasts, including one from a vehicle driven by a suicide attacker, had hit the temporary government seat of Baidoa. "There were two explosions near parliament, one was (a) car packed with explosives and the other was driven by a suicide bomber," the official told AFP on condition of anonymity. "Undeniably, this is the work of international terrorism sponsored by Al-Qaeda," the official said of the blasts and an ensuing gunbattle between presumed attackers and security forces that killed at least 11 people. Cars burn after an exlosion following assasination attempt on Somali interim president Abdullahi Yusuf, himself, said he had been targeted by two explosions, at least one of which was a suicide blast, as he left the parliament building in Baidoa in a convoy but declined to speculate on who might have been behind it. "The attack was a suicide car bomb against me," he said in an interview with the BBC Somali language radio service. "The first car exploded 300-500 metres (yards) from the car I was riding in. "The suicide car hit the first car in the convoy and exploded, a fireball then came up to my car and forced me to change cars, that is when another bomb in a second car exploded," the president said. "It is the first time that we have had a suicide bomb in Somalia," Yusuf said, refusing at the same time to speculate on who might have been behind the attack, maintaining it was too early to assess blame. A Somali presidential guard keeps watch under his country's flag in Baido Somalia, an overwhelmingly moderate Muslim nation, has been a theater of insecurity for the past 16 years but has never before been hit by a suicide bombing, according to experts. The senior security official said the coordinated attack bore the hallmarks of Osama bin Laden's terrorist network with which the country's powerful Islamist movement is accused of links. "This was planned long ago because within one day, the terrorists could not have arranged this kind of a sophisticated attack against the government of Somalia," the official said. "The aim was to kill the head of state and other government officials and interrupt the democratic movement of the transitional federal parliament," he told AFP.
Baidoa, the current home of the government about 250 kilometers (155 miles) northwest of Mogadishu, which was seized by the Islamists in June after months of fierce battles.
Somalia, a Horn of Africa nation of some 10 million, has been without a central authority since it was plunged into anarchy with the 1991 ouster of strongman Mohamed Siad Barre.

Al-Shabbab responsible for wayside bombing of passenger bus at el-Shaabia

The Office of the Spokesperson of the Ministry said some international media organizations have over the past few days been disseminating baseless reports alleging that Ethiopian soldiers in Somalia opened fire on a passenger bus killing 65 civilians. Wittingly or otherwise, these media organizations have only been informed by an Al-Shabbab website, which they took for granted to issue their fabricated reports.

The Transitional Federal Government of Somalia and the Ethiopian army had allowed for the establishment of an independent fact finding team comprising local residents, which then carried out its inquiry on the spot. Accordingly, last Friday (August 15), a remote-controlled wayside explosive planted by Al-Shabbab militants at el-Shaabia, 18-km away from Mogadishu on the line to Afgoye went off killing 11 civilian passengers on board a public bus. Soldiers of the TFG and Ethiopia then took a joint counter measure on the Al-Shabbab militants responsible for the bombing and killed five terrorists therein. In the shootout, five civilians were killed. Therefore, the fact-finding team confirmed that it was the Al-Shabbab bombing of the bus that caused the deaths of passengers, not fire from Ethiopian soldiers. Leaders of the Suleyman clan around the area also expressly condemned the terrorists. The Office of the Spokesperson said these international media organizations would do better if they refrain from fomenting fabricated information which would do no good for the peace and stability of Somalia. It should be noted that the Ethiopian army is very much disciplined and adheres strictly to international conventions on war.
It said any party interested to investigate the facts on the ground may receive the good office of Ethiopia to do so.http://www.mfa.gov.et/Press_Section/publication.php?Main_Page_Number=4188

UN approves Somalia force for six more months

UNITED NATIONS, Aug 19 (Reuters) - The U.N. Security Council authorized on Tuesday an African Union force in Somalia for another six months, a day after Somalia's government signed a peace agreement with some opposition figures. A unanimous resolution also asked U.N. Secretary-General Ban Ki-moon to work with the AU to strengthen U.N. logistical, political and technical support to help bring the African Union Mission in Somalia, or AMISOM, up to U.N. standards. Somalia has been mired in anarchy since warlords overthrew a dictator in 1991. WFP says employee killed in southern Somalia

NAIROBI, Aug 18 (Reuters) - Gunmen in southern Somalia have killed an employee of the U.N.'s World Food Programme (WFP), the relief agency said on Monday.
Abdulkadir Diad Mohamed, a Somali who joined WFP in June as an administration and finance assistant, was apparently abducted and then shot dead when he tried to escape.
Kidnappings and killings are common in Somalia, where insurgents have been battling the country's interim government since the start of last year. Some attacks are political but others are the result of general lawlessness in a desperately poor country awash with weapons. "WFP does not believe his death to be related to the recent spate of targeted attacks on aid workers in Somalia," WFP Executive Director Josette Sheeran said in a statement without elaborating. more..http://www.alertnet.org/thenews/newsdesk/LI49581.htm

Reports from Djibouti say that Somali government delegates and the opposition group have started to hold crucial talks on litigious subjects between the two far-off opinion sides at the nation house in Djibouti officials said. Mediators also hope the talks will reconcile Somali President Abdullahi Yusuf and his estranged Prime Minister Nur Hassan Hussein so the peace agreement doesn't fall apart altogether. Both men have clashed since Hussein's attempts to fire a powerful presidential ally earlier this month. A spokesman for the faction of the insurgency that signed the deal in June, Suleyman Olad Roble, said both sides have drawn up a list of 32 people to implement it during Saturday's talks. The Islamists have launched dozens of hit and run attacks on towns this year, taking control of territory for a few hours while they free prisoners and steal weapons before withdrawing ,Another resident, Shakir Idow, said hundreds of heavily armed insurgents launched an The Islamists had controlled Mogadishu and much of the south for the previous six months. Security enhanced at the Kenyan coast

Sea and land patrols have been intensified at the Kenyan coast to check on threats posed by international terrorism and drug traffickers.
This comes after families fleeing renewed hostilities in central and Southern Somalia trickled into the country seeking refuge, a chance that can be seized by terrorists to enter the country illegally. Coast Provincial Commissioner Ernest Munyi said as a result the government has beefed up security across the region and security personnel stationed along the common border with lawless Somalia. The PC was addressing 45 East African Legislative Assembly (EALA) Members who are on a 10 day study tour of coast province.Munyi said there were fresh fears that international terrorists who have set up sleeper cells in the anarchic horn of Africa nation could slip into the country through the 1200 km stretch porous border Kenya shares with Somalia in the wake of renewed conflicts there. He expressed concern that security operations in response to terror threats from elements who have pitched tent in neighbouring Somalia was a ''drain on government resources''. more. http://www.kbc.co.ke/story.asp?ID=51904

Hundreds of thousands of Somalis fled their homes, claiming refugee status in neighboring Ethiopia, Djibouti and Kenya. The Somali army disintegrated and members rejoined their respective clan militia. Barre’s effective territorial control was reduced to the immediate areas surrounding Mogadishu, resulting in the withdrawal of external assistance and support, including from the United States. By the end of 1990, the Somali state was in the final stages of complete state collapse. We Are Winning the War on Terrorism in Horn of Africa

The threat is from violent extremists who are a small minority of the world's 1.3 billion Muslims, the threat is real. They distort Islam. They kill man, woman and child; Christian and Hindu, Jew and Muslim. They seek to create a repressive caliphate. To defeat this enemy, we must understand who we are fighting against, and what we are fighting for.
