5-year terrorism threats forecast for U.S.

Homeland Security: Beware instability in Middle East, Africa
WASHINGTON - The terrorism threat to the United States over the next five years will be driven by instability in the Middle East and Africa, persistent challenges to border security and increasing Internet savvy, says a new intelligence assessment obtained by The Associated Press.
Chemical, biological, radiological and nuclear attacks are considered the most dangerous threats that could be carried out against the U.S. But those threats are also the most unlikely because it is so difficult for al-Qaida and similar groups to acquire the materials needed to carry out such plots, according to the internal Homeland Security Threat Assessment for the years 2008-2013.
The al-Qaida terrorist network continues to focus on U.S. attack targets vulnerable to massive economic losses, casualties and political "turmoil," the assessment said. more..http://www.msnbc.msn.com/id/28387496/

China navy mission makes neighbours nervous

GUANGZHOU: A Chinese navy anti-piracy task force set sail for Africa yesterday in the nation's first potential combat mission beyond its territorial waters in centuries.
The three vessels - two destroyers and a supply ship - left a port on Hainan island amid increasing worries about China's military power. The mission will also challenge China's ability to co-operate with other naval forces patrolling the Gulf of Aden, one of the world's busiest sea lanes. Warships from India, Russia, NATO and the US are cruising the Somali waters, plagued by pirate attacks this year. German warship thwarts hijack by Somali pirates
KUALA LUMPUR, Dec 25 (Reuters) - Quick action by a German warship halted an attack on an Egyptian bulk carrier in the Gulf of Aden on Thursday by Somali pirates trying to hijack it, the International Maritime Bureau (IMB) said.
The rescue was a sign that the foreign navies patrolling the key shipping lane linking Europe and Asia were adopting more effective tactics against the surge in piracy in waters off Somalia this year, the Kuala Lumpur-based IMB said.
"Despite the increased naval presence, the attacks are still mounting," IMB official Noel Choong told Reuters. "They (the warships) can't be everywhere, but quick action today by the German warship helped and is very encouraging."
The rise in attacks on shipping prompted NATO ships to begin anti-piracy operations off the Somali coast in October, joined by other nations such as China and India.
The Egyptian bulk carrier, with 31 crew, was sailing to Asia when Somali pirates surrounded it, firing automatic weapens and wounding one crew member, said Choong, who did not have the name or port of origin of the ship.
"The German warship was the first to the scene, responding to the Egyptian ship's distress signals, and managed to chase away the Somali pirates with its helicopter," he said. more..http://www.alertnet.org/thenews/newsdesk/KLR105225.htm

Mr. Dahir Riyale, the Somaliland leader, met with Ethiopian Prime Minister Meles Zenawi on Wednesday in Addis Ababa, the Ethiopian capital.Mr. Riyale [left] and Mr. ZenawiNo official reports emerged following private talks between the two leaders, but informed sources said trade and security relations were discussed at length. The Somaliland? somali northern regon leader "expressed deep concern" regarding the planned withdrawal of Ethiopian troops, "especially since not enough African Union peacekeepers are present [in Mogadishu]," the source added. It is the first time the eedor tribe Somaliland aka eedoorland or isaaqland administration has directly addressed Ethiopia's withdrawal plans.Ethiopian troops have been protecting the Somali interim government in Mogadishu since December 2006, when Ethiopia come to help southern Somalia to dislodge Mogadishu's Islamist rulers from power. In recent months, Islamist militia have steadily regained most of the territory lost in the 2006 war and now surround Mogadishu and Baidoa, the government's last remaining strongholds.Somaliland, in northwestern Somalia, unilaterally declared independence from the rest of the country in 1991 but has not been recognized internationally.Historically, the region's leaders have largely distanced themselves from engaging in the political affairs of the southern regions, but have commented on new developments periodically.the Terrorist Somali National Movement (SNM)(SOMALILAND), composed mainly of the Isaaq clan, was formed in Hargeisa with the stated goal of overthrowing of the Barre . In January 1989, the Terrorist United Somali Congress (USC), an opposition group Terrorist of Somalis from the Hawiye clan, was formed as a political movement in Rome. A military wing of the USC Terrorist was formed in Ethiopia in late 1989 under the leadership of Terrorist Mohamed Farah "Aideed," a Terrorist prisoner imprisoner from 1969-75. Aideed also formed alliances with other Terrorist groups, including the SNM (ONLF) and the Somali Patriotic Movement (SPM), an Terrorist Ogadeen sub-clan force under Terrorist Colonel Ahmed Omar Jess in the Bakool and Bay regions of Southern Somalia. , 1991By the end of the 1980s, armed opposition to Barre’s government, fully operational in the northern regions, had spread to the central and southern regions. Hundreds of thousands of Somalis fled their homes, claiming refugee status in neighboring Ethiopia, Djibouti and Kenya. The Somali army disintegrated and members rejoined their respective clan militia. Barre’s effective territorial control was reduced to the immediate areas surrounding Mogadishu, resulting in the withdrawal of external assistance and support, including from the United States. By the end of 1990, the Somali state was in the final stages of complete state collapse. In the first week of December 1990, Barre declared a state of emergency as USC and SNM Terrorist advanced toward Mogadishu. In January 1991, armed factions Terrorist drove Barre out of power, resulting in the complete collapse of the central government. Barre later died in exile in Nigeria. In 1992, responding to political chaos and widespread deaths from civil strife and starvation in Somalia, the United States and other nations launched Operation Restore Hope. Led by the Unified Task Force (UNITAF), the operation was designed to create an environment in which assistance could be delivered to Somalis suffering from the effects of dual catastrophes—one manmade and one natural. Major foreign policy test awaits Obama in Somalia

Ethiopia confirmed this week that it will pull troops out of the troubled nation, a move that experts worry could allow the country to fall into the hands of Islamist insurgents.
African nations this week failed to act in unison to ensure stability in troubled Somalia. Amid their disagreements, the country risks becoming another Afghanistan for President-elect Barack Obama's upcoming administration, experts warn, as Islamist militants threaten to topple the government and pirates continue wreak economic havoc.
Since 2006, thousands of Ethiopian troops have maintained a fragile peace in Somalia, staving off a rising Islamic insurgency. In early December, Ethiopia announced it would withdraw its troops from Somalia – a move many feared would allow the country to fall into Islamist hands. Now, despite earlier confusion that Ethiopia might delay that decision, the Ethiopian government has reiterated this week its decision to withdraw, Al Jazeera reports. more..http://www.csmonitor.com/2008/1224/p99s01-woaf.html

Somalia president expected to resign

Reporting from Nairobi, Kenya -- Somalia's aging president is expected to resign in the coming days, aides said Wednesday, succumbing to threats of impeachment and international sanctions over his refusal to support a national reconciliation plan.Abdullahi Yusuf, a warlord-turned-statesman, was once widely viewed as the linchpin of Somalia's transitional government. But in recent months, Yusuf, 74, has repeatedly clashed with the prime minister and has come to be regarded as an obstacle to peace.
Yusuf's departure would mark a turning point for the Horn of Africa nation. If his decision is to resign, I would congratulate him," said Nicolas Bwakira, the African Union Commission's Special Representative for Somalia."It is, overall, a good move. It will give the opportunity to all parties to form a new leadership," Bwakira told Reuters. "It will resuscitate the peace process." The announcement came just hours after Prime Minister Mohamed Guled, himself in power for only a week after Yusuf dismissed the former prime minister, announced his own resignation. While Yusuf gave no official reason for his resignation, Guled said his own decision was based on a desire “to end infighting among the government.” Guled’s resignation likely opens the way for former Prime Minister Nur Hassan Hussein to return to power.
But the source of Yusuf’s resignation isn’t a total mystery. The move came in the wake of a meeting with US under-secretary for African affairs Jendayi Frazer, who reportedly ordered the Somali President to restore former Prime Minister Nur to power or resign. If he refused, the US would reportedly back sanctions against him.
So Yusuf is out, and talks are now of a power-sharing deal in the Somali government. But with the Islamist insurgency seizing ever more of the country, the question much be asked: what power is there left for this self-proclaimed government to share, and how long will anyone be able to keep it?

Ethiopia says withdrawal from Somalia "irreversible"

ADDIS ABABA, Dec. 24 (Xinhua) -- Ethiopia's decision to withdraw its troops from Somalia is "irreversible," said Foreign Ministry spokesman Wahide Belay on Wednesday.
The decision had got approval of the lower House of People's Representatives, Wahide told journalists.
"The Ethiopian army, that successfully discharged its mission in Somalia, will be withdrawn," he stressed.
Ethiopia will continue to support the activities aimed at ensuring peace and stability in Somalia, after it pulls its troops out of the Horn of Africa nation by the end of the year, said Wahide. "As the current chairmanship of the Intergovernmental Authority on Development (IGAD), a member of the Peace and Security Council of the African Union (AU), an active participant in the UN and international forums, Ethiopia will continue exerting efforts to help ensure peace and stability in Somalia," said the spokesman. more..http://news.xinhuanet.com/english/2008-12/25/content_10555187.htm

We Are Winning the War on Terrorism in Horn of Africa

The threat is from violent extremists who are a small minority of the world's 1.3 billion Muslims, the threat is real. They distort Islam. They kill man, woman and child; Christian and Hindu, Jew and Muslim. They seek to create a repressive caliphate. To defeat this enemy, we must understand who we are fighting against, and what we are fighting for.
