Mall attack should be no shock: Kenya, Westerners high on Al-Shabaab's list

(CNN) -- Al-Shabaab, al-Qaeda's brutal Somali affiliate, has claimed credit for the attack by multiple gunmen at an upscale shopping mall in Nairobi, Kenya that has already killed at least 39 people.
This should not be a surprise. For Al-Shabaab, the mall was an attractive target because Westerners, including Americans, frequented it. The mall is also in the capital of Kenya, a country that Al-Shabaab has good reason to dislike, as the Kenyan military played a major role in handing their forces a defeat last year when they liberated the key Somali port of Kismayo from their control.
Al-Shabaab ("the Youth") tweeted Saturday that "all Muslims inside #Westgate" -- referring to the mall that was attacked in Nairobi -- "were escorted out by the Mujahideen before" the armed assault commenced.
Members of Al-Shabaab use Twitter frequently to communicate their messages to the world. The group has recruited around 40 young American men and also dozens from Europe and has shown that it is comfortable with Internet technology, despite the fact that Somalia is one of the poorest and most anarchic countries on the planet.

More than 10% of the Kenyan population is Muslim. So it is interesting that Shabaab took the precaution of evacuating Muslims from the Nairobi mall they were attacking, suggesting a greater sophistication in the tactics of this attack than the group has shown hitherto in Somalia, where they have killed large numbers of civilians indiscriminately in a country that is almost entirely Muslim.
Before he was killed by U.S. Navy SEALs two years ago, even Osama bin Laden had scolded members of Al-Shabaab, telling them to try to avoid killing Muslim civilians.
In a letter that was recovered in the house in Pakistan where bin Laden was killed, al-Qaeda's leader warned Shabaab members that they were killing too many civilians in battles in and around the key Bakara market in the Somali capital, Mogadishu.
Saturday's attack on the Nairobi mall seems to owe some of its tactics to Lashkar-e-Taiba, the Pakistani terrorist group that attacked upscale hotels catering to Westerners in Mumbai, India, in November 2008 over the course of more than three days, killing 166 people.
In both the Nairobi and Mumbai attacks, a group of armed gunmen shot at civilians indiscriminately and conducted the operation in manner that would guarantee sustained media coverage over many hours and even days by taking a large number of hostages. In both assaults, the gunmen did not negotiate for the release of hostages but went into the operation seemingly prepared for a fight to the death.

Terrorists attack mall in Kenya
Al-Shabaab has previously shown that it is capable of carrying out operations outside of Somalia, bombing two groups of fans watching the World Cup on television in Kampala, Uganda, on July 11, 2010, killing more than 70. The group seemed to have carried out that operation because Uganda had provided troops to a United Nations-authorized African Union mission then fighting Al-Shabaab in Somalia.
The group has also shown an interest in targets in the West. Eight months before the attack in Uganda, a 28-year-old Somali man armed with a knife and an ax had forced himself into the home of Kurt Westergaard -- a Danish cartoonist who had depicted the Prophet Mohammed with a bomb in his turban -- and tried unsuccessfully to break into the panic room where Westergaard was hiding. Danish intelligence officials said the suspect had links with Al-Shabaab.
Al-Shabaab has managed to plant al-Qaeda-like ideas into the heads of even its American recruits.
Shirwa Ahmed, an ethnic Somali, graduated from high school in Minneapolis in 2003, then worked pushing passengers in wheelchairs at the Minneapolis airport. During this period Ahmed was radicalized; the exact mechanisms of that radicalization are still murky, but in late 2007 he traveled to Somalia.
About a year later, on October 29, 2008, Ahmed drove a truck loaded with explosives toward a government compound in Puntland, northern Somalia, blowing himself up and killing about 20 people, including United Nations peacekeeping troops and international humanitarian assistance workers. The FBI matched Ahmed's finger, recovered at the scene, to fingerprints already on file for him. Ahmed was the first American terrorist suicide attacker anywhere.
The attack on the Nairobi mall may be an attempt by Al-Shabaab to signal its continued relevance. Over the past three years, Al-Shabaab has lost substantial territory and influence in Somalia. Al-Shabaab controlled much of southern Somalia in 2010, but operations by African Union and Kenyan forces have ended its domination of southern Somalia.
In 2011, the U.N.-sanctioned African Union mission partnered with Somali troops to fight Al-Shabaab militants, and in August of that year, AMISOM and Somali government forces defeated Al-Shabaab forces in Mogadishu, forcing the militants from a stronghold they had controlled since 2009.
Although Al-Shabaab has long been regarded as a regional offshoot of al-Qaeda, its leaders only declared their formal ties to the international terror organization in February 2012.
While the group seems to have been interested in an alliance before then, in 2010, bin Laden instructed the group's leaders to keep their association with al-Qaeda a secret, fearing that openly linking the groups would be bad for Al-Shabaab's fundraising efforts.
By February 2012, however, bin Laden was dead and Al-Shabaab had suffered significant losses in its southern Somali safe haven.
Al-Qaeda's new leader, Ayman al-Zawahiri, who had earlier petitioned bin Laden to reconsider his views about the proposed merger between Al-Shabaab and al-Qaeda, believed the time was right to announce formal ties between the two groups.
While there are a number of American citizens fighting for a variety of al-Qaeda-affiliated or -inspired organizations, Al-Shabaab seems to boast the most American fighters. According to a 2011 report by the House Committee on Homeland Security, an estimated 40 Americans have joined Al-Shabaab in the last few years, at least 24 of them coming from the Somali community in Minnesota.
Al-Shabaab has prominently featured these recruits in its propaganda operations, releasing three official videos that starred Abu Mansoor al-Amriki ("the father of Mansoor, the American"), who is actually Omar Hammami, in his late 20s from Alabama, who was raised as a Baptist and converted to Islam in high school.
One of the videos shows Hammami preparing an ambush and features English rap lyrics extolling jihad.
Hammami was reported to have been killed on September 12 during the course of some kind of an internal conflict within the Al-Shabaab group.
The news of his death was confirmed on Hammami's Twitter account four days later.

Two UH-60 Black Hawk helicopters went down in the fighting, and U.S. foces inflicted heavy casualties on Hawiye (habar-gidir)usc Jihadist fighters while suffering significant losses of their own.Al-Qaeda appear to have taken any direct role in the fighting, but several senior al-Qaeda fighters traveled to Somalia from Sudan to train militiamen there in techniques they employed against the Soviets during the Afghan war.In particular, they trained the militiamen in the use of unguided rocket-propelled grenades, or RPGs, as an anti-helicopter weapon. The tactic came as a surprise to American forces in Somalia, and RPGs were credited with downing the two Black Hawks. The U.S. government did not learn of al-Qaeda's role in the attack until 1996, presumably from Jamal Ahmed al-Fadl.

Gunmen firing machine guns and throwing grenades have laid siege to the most upscale shopping mall in Nairobi, Kenya, witnesses and police said.

At least five attackers invaded the Westgate shopping mall. A Reuters photographer clamed to have seen five dead.
Police arrived on foot about half an hour after the attacks began, witnesses said. Five dozen people were seen rushing out of the mall amid AK-47 gunfire and grenade bursts. The volleys of gunfire also moved outside the mall more than 20 minutes after the attacks began.
Rob Vandijk, who works at the Dutch embassy, said he was eating at a restaurant inside the mall when attackers threw hand grenades inside the building. He said gunfire then started and people screamed and dropped to the ground.

Nairobi police chief Benson Kibue said the gunmen had besieged the building, and officers are on the ground now engaging the attackers. He said the men were trying to rob a shop within the mall.
Cars were abandoned outside the mall after the attack started at around midday.

The mall is situated in Nairobi's affluent westlands area and is frequented by expatriates and rich Kenyans.

Al-Shabaab Revenge Attack?
In October 2011, the Somali military and the Kenyan military began a coordinated operation against the Islamic militant Al-Shabaab group of insurgents in southern Somalia.
The mission was officially led by the Somali army, with Kenyan forces providing a support role. Since then, a series of explosions have rocked various areas in Kenya, bombings which are believed to have been retaliatory attacks by Al-Shabaab. In early June 2012, Kenyan forces were formally integrated into the African Union Mission in Somalia, AMISOM.
According to US Embassy, in 2011-2012, there were at least 17 attacks involving grenades or explosive devices in Kenya. At least 48 people died in these attacks, and around 200 people were injured. Nine of these attacks occurred in the North Eastern Province area that borders Somalia, including locations in Dadaab, Wajir, and Garissa. Four attacks occurred in Nairobi, and four in Mombasa.
Targets included police stations and police vehicles, nightclubs and bars, churches, a religious gathering, a downtown building of small shops, and a bus station. The most recent attack involved two simultaneous assaults on churches in Garissa on July 1, 2012. In this attack, 17 people were killed and about 50 people were injured.

Al-Shabaab, an al Qaeda-linked militant group based in Somalia, claims responsibility for mall attack in Kenya

Nairobi, Kenya (CNN) -- Armed gunmen waged a tense standoff with Kenyan police and soldiers inside an upscale Nairobi shopping mall early Sunday, hours after brazenly gunning down shoppers, diners and others.
Bodies still littered the lobby and ground floor of the Westgate Mall around 10:30 p.m. (3:30 p.m. ET), more than 10 hours after the attack began, according to the Kenya National Disaster Operation Centre.
There were 39 confirmed dead at that point, according to Kenya's president, who added that his close relatives are among those killed. Two gunmen, including one who was detained after being shot, are also dead. Francis Kimenia, secretary to the Cabinet, tweeted another 293 people got treatment at three area hospitals, which "are appealing for more blood."
It's possible the death toll might grow given the attackers had hardly given up and an unknown number of innocent civilians, perhaps dead or being held hostage, remained inside the mall Sunday morning.
Al-Shabaab, an al-Qaeda-linked militant group based in Somalia, claimed responsibility for the carnage and vowed not to negotiate with Kenyan authorities. It claimed that "all Muslims" were escorted from the mall before the attack -- suggesting that its targets were people who didn't believe in their extreme form of Islam.

"The Mujahideen are still strong inside #Westgate Mall and still holding their ground," the group said late Saturday via Twitter. "All praise is due to Allah!"
Kenyan authorities, though, insist they have the upper hand, where it's now early Sunday morning.
Police tweeted that the attackers "have been isolated and pinned down in a room by security forces." And Joseph Ole Lenku, the national government's cabinet secretary for interior and coordination, hinted that the worst should be over.
"Our security forces have taken control of the situation," Lenku said.
"Attackers of Westgate shopping mall have been isolated and pinned down in a room by security forces in the ongoing operation," the national police said on Twitter.
Kenya's president, Uhuru Kenyatta, blasted "the despicable perpetrators of this cowardly act (who) hoped to intimidate, divide and cause despondency among Kenyans and would like to (create) a closed, fearful and fractured society."
Kenya is no stranger to terrorism, including a 1998 bombing at the U.S. Embassy in Nairobi that left 213 dead and other attacks before and since tied to al Qaeda and related groups.
In a televised speech late Saturday, Kenyatta said his nation has "overcome" such attacks before, refusing to budge from its values or relinquish his security. And it will do so again, he promised.
"We shall hunt down the perpetrators wherever they run to," the president said. "We shall get them, and we shall punish them for this heinous crime.

President Kenyatta’s statement on terror attack

Fellow Kenyans,

This morning, a group of armed terrorists forcefully entered the Westgate Mall in Nairobi's Parklands area and unleashed senseless violence upon customers and workers. They have killed at least 39 innocent people and injured more than 150 others.

With the entire nation, I stand with the families of t...hose who have lost their lives and extend every Kenyan's deepest condolences. I ask God to give all of you comfort as you confront this tragedy. My Government will provide the support you will need in the days to come.

To those who were injured, I wish you a quick recovery from the physical and other shocks you underwent today. The Government will be at hand to ensure that your lives return to normal as quickly as possible.

The people of Kenya have been wonderful, as always. With your support we safely evacuated hundreds of people from the Mall. I salute your conscientious and selfless acts of solidarity in response to the terrorist attack. Your courage and sympathy saved lives and reassured countless people.

I commend those who volunteered by giving first-aid, transporting the injured to hospital, donating blood, locating and contacting loved ones and making it easy for rescue, medical and security personnel to do their work. I appreciate those who have used media to rally help of all kinds, condole with and comfort the affected and thank all those responsible citizens who have desisted from spreading panic and despondency. Please continue helping, and continue praying.

The despicable perpetrators of this cowardly act hoped to intimidate, divide and cause despondency among Kenyans. They would like us to retreat into a closed, fearful and fractured society where trust, unity and enterprise are difficult to muster. An open and united country is a threat to evil doers everywhere. With our values of solidarity and love for our homeland, we fought proudly and bravely to secure the freedom to lead our lives as we choose. Our choice is codified in our Constitution.

We have overcome terrorist attacks before. In fact, we have fought courageously and defeated them within and outside our borders. We will defeat them again. Terrorism in and of itself, is the philosophy of cowards.

The way we lead our lives; in freedom, openness, unity and consideration for each other represents our victory over all those who wish us ill. We are as brave and invincible as the lions on our Coat of Arms.

My Government stands ready to defend the nation from internal as well as external aggression. I urge all Kenyans to stand together and see this dark moment through. Donate blood. Provide information to the authorities. Comfort and reassure the affected families. Let us ashame the Devil and his works by demonstrating our timeless values of love, compassion and solidarity.

Our security forces are conducting a multi-agency response to this attack as we speak and are in the process of neutralizing the attackers and securing the Mall. It is a very delicate operation as our top priority remains to safe guard the lives of innocent people held up in this unfortunate incident.

But let me make it clear. We shall hunt down the perpetrators wherever they run to. We shall get them. We shall punish them for this heinous crime.

I have directed security agencies to be decisive in their response to this or any other threat. They must and will do this to demonstrate our constitution's categorical guarantee of Kenyans' indefeasible rights to life and property.

Across the country, we have tightened security but I urge all of you to remain calm and vigilant.

God bless you. God bless Kenya.

Attackers of Westgate Mall in Nairobi likely Al-Shabaab terrorists -- 22 dead in Kenya mall attack on non-Muslims

NAIROBI, Kenya — Gunmen threw grenades and opened fire Saturday, killing at least 22 people in an attack targeting non-Muslims at an upscale mall in Kenya's capital that was hosting a children's day event, a Red Cross official and witnesses said.

The attackers remained inside and firing subsided as military surrounded the mall hours after the attack. People continued to trickle out from hiding places within the Westgate mall, which is frequented by expatriates and rich Kenyans in Nairobi's affluent Westlands neighborhood.
Kenya Red Cross official Abbas Gullet said at least 22 people were killed in the attack that police blamed on terrorists. He said the death toll would likely rise.
"We are treating this as a terrorist attack," said police chief Benson Kibue, adding that there are likely no more than 10 attackers involved.

Police did not say what group was responsible for the attack.

Women carrying children run for safety as armed police hunt gunmen who went on a shooting spree in Westgate shopping centre in Nairobi Sept. 21, 2013.

Somali's rebel group al-Shabab vowed in late 2011 to carry out a large-scale attack in Nairobi in retaliation for Kenya's sending of troops into Somalia to fight the Islamic insurgents.
Off duty Sgt. Major Frank Mugungu said Saturday that he saw four male attackers and one female, and that he could clearly identify one of the gunmen as a Somali, though he could not identify the rest.

The Westgate mall, with shops like Nike, Adidas and Bose, has Israeli ownership, and security personnel have in the past identified the mall as a likely terror target in the city.
Elijah Kamau, who was at the mall at the time of the midday attack, said that the gunmen made a declaration that non-Muslims would be targeted.
"The gunmen told Muslims to stand up and leave. They were safe, and non-Muslims would be targeted," he said.
Jay Patel, who sought cover on an upper floor in the mall when shooting began, said that when he looked out of a window onto the upper parking deck of the mall he saw the gunmen with a group of people.
Patel said that as the attackers were talking, some of the people stood up and left and the others were shot.

Police take cover outside Westgate shopping center where gunmen went on a shooting spree in Nairobi Sept. 21, 2013.
The gunmen carried AK-47s and wore vests with hand grenades on them, said Manish Turohit, 18, who hid in a parking garage for two hours.
"They just came in and threw a grenade. We were running and they opened fire. They were shouting and firing," he said after being marched out of the mall in line with about 15 people who held their hands in the air.
Rob Vandijk, who works at the Dutch embassy, said he was eating at a restaurant inside the mall when attackers lobbed hand grenades inside the building. He said gunfire then burst out and people screamed as they dropped to the ground.
It appears the attack began at the outdoor seating area of Artcaffe at the front of the mall, witnesses said.
Patrick Kuria, an employee at Artcaffe, said: "We started by hearing gunshots downstairs and outside. Later we heard them come inside. We took cover. Then we saw two gunmen wearing black turbans. I saw them shoot."
Some people were shot at the entrance to the mall after volleys of gunfire moved outside and a standoff with police began. Ambulances continued to stream in and out of the mall area, ferrying the wounded who gradually emerged from hiding inside the mall.
People clutched their small children, and some cried. At one point in the day mall guards used shopping carts to wheel out wounded children.
A local hospital was overwhelmed with the number of wounded being brought in hours after the attack, so they had to divert them to a second facility via AP

Exclusive: Somalia Central Bank a 'slush fund' for private payments - U.N.
(Reuters) - Money at the Central Bank of Somalia is not used to run government institutions in the war-torn Horn of Africa country, with an average 80 percent of withdrawals made for private purposes, according to a U.N. report seen by Reuters on Monday.
The confidential report by the U.N. Group of Experts to the Security Council's Somalia and Eritrea sanctions committee blamed a patronage system - dubbed the "khaki envelope" practice after the color of the stationery carried to the Ministry of Finance - for preventing the creation of state institutions.
"In this context, the fiduciary agency managed by PricewaterhouseCoopers was reduced to a transfer agent that could not ensure accountability of funds once they reached the Somali government," the report said.
"Indeed of $16.9 million transferred by PWC to the Central Bank, $12 million could not be traced," it said. "Key to these irregularities has been the current governor of the Central Bank, Abdusalam Omer."
PricewaterhouseCoopers, Omer and the Somalia U.N. mission did not immediately respond to requests for comment.
Omer, 59, is a dual Somali-U.S. national who left Somalia at age 16 and returned in January to become governor of the Central Bank in a country with a shattered economy and broken financial system.
The overthrow of a dictator in 1991 plunged Somalia into two decades of violent turmoil, first at the hands of clan warlords and then Islamist militants, who have steadily lost ground since 2011 under pressure from an African Union military offensive.
Somalia was virtually lawless and unable to assert authority until a Western-leaning government was elected last year.
The U.N. report said all bank decisions were made by Omer because there were no board members in place and the bank does not operate as a government body subject to policy decisions or oversight from integrity institutions and parliament.
"On average, some 80 percent of withdrawals from the Central Bank are made for private purposes and not for the running of government, representing a patronage system and a set of social relations that defy institutionalization of the state," it said.
The experts said Somali Finance Minister Mohamud Hassan Suleiman had tried to reduce the scale of the patronage system, but "it is so pervasive as to be beyond his control without a fundamental restructuring of the system."
CENTRAL BANK A "SLUSH FUND"
Under the patronage system, a person can ask Somali leaders for a private payment "that cannot be resisted for personal or other reasons," the U.N. report said. A senior politician signs a note authorizing the payment, which is honored either directly at the Ministry of Finance or the Central Bank, the report said.
"This custom is also called the 'khaki envelope' procedure on account of the color of the envelopes seen carried to the Ministry of Finance," it said. "Since banks in Somalia, including the Central Bank, cannot make electronic transfers internally or externally, all transactions are made in cash."
The report found that between September, when the new government of President Hassan Sheikh Mohamud came to power, and April, almost three-quarters of withdrawals from the Central Bank were made for private individuals.
"Such statistics indicate that the CBS has effectively functioned as a 'slush fund' for the (patronage) system rather than as a financing mechanism for government expenditures," the U.N. experts said.
The report noted that Mohamud's government "cannot necessarily be faulted for the continuing patterns of corruption per se, but it can be held responsible for the appointment of individuals involved in past or present corruption."
According to Central Bank accounts, a cashier at the Ministry of Finance, Ahir Axmed Jumcaale, was responsible for withdrawing the greatest amount of funds.
The report said that between 2010 and 2013 Jumcaale withdrew $20.5 million in his name, which was then used for individual payments under the patronage system by successive finance ministers or finance officials.
An individual named Colonel Abdiqaadir Moalin Nuur took out $4.7 million between 2010 and 2013, the second largest amount of money, according to the report, which said there was no explanation for his withdrawals.
The International Monetary Fund officially recognized the Somali government in April, ending a 22-year hiatus, and last week offered technical support and advice, a first step in efforts to secure debt relief for the country.
Also last month, the Central Bank of Somalia published its first annual report since civil war erupted in 1991, putting the total debt at $3.2 billion. To win debt relief offered to poor nations, it has to draw up a financial management plan.

Court Documents: Al-Qaeda’s Somalia Branch Al-Shabaab Developing Chemical Weapons, Working With AQAP In Yemen

Never mind the fact that Syria is crawling with al-Qaeda and the country is awash in chemical weapons, all it will take is for one of Assad’s stockpiles to be overrun and al-Qaeda will have its choice of which agents to attack us with.

CBS News) A new document filed in a still-developing terrorism case in New York seems to confirm the long-held fear that al Qaeda is working to develop chemical weapons.

On Wednesday, CBS News obtained a document filed by the United States Attorney's Office for the Eastern District of New York indicating that three men charged with being members of the al-Shabab terrorist group in Somalia had "substantial knowledge regarding an al-Shabaab research and development department that was developing chemical weapons."

CBS News senior correspondent John Miller told "CBS This Morning" the lead defendant in the case, Mahdi Hashi, and two others were arrested in August, 2012, by African authorities while allegedly on their way to Yemen. They are charged with participating in a weapons and training program with al-Shabab over a four-year period beginning in 2008.

Hashi, who left his home in the U.K. to join the Somali group, had been part of an elite suicide bomber unit with al-Shabab.

The new document says the defendants' planned to join al Qaeda in the Arabian Peninsula, or AQAP, the terror network's branch in Yemen which has orchestrated numerous recent, high-profile a terrorist attacks, including plots targeting the U.S. mainland.

Miller, who is a former assistant director at the FBI, notes that developing chemical weapons is a goal al Qaeda, "seems to be striving for."

In June, authorities in Iraq -- from which many of the jihadi fighters in Syria came -- arrested five alleged al Qaeda militants and raided three alleged chemical weapons manufacturing laboratories across the country. The government claimed the men were trying to make sarin and mustard gas to use in attacks in Europe and North America.

The only al Qaeda affiliate known to have manufactured and used chemical weapons to date is al Qaeda in Iraq, which waged attacks in 2006 and 2007 using bombs containing chlorine, which failed to kill anyone.

Outside of trying to acquire existing chemical weapons, "al Qaeda is more than likely trying to develop their own homemade sarin or working with readily available commercial-industrial products that can be turned into dispersal devices that can be deadly," said Miller.

Abdi Mohamud Omar: From Humble Beginning To The Greatest Achiever‏

For so many years, the Ogaden region of Ethiopia has only known anarchy, destruction and destitution. As the Ethiopia government and ONLF rebels jostled for control, poor masses suffered. TV coverage and Western media beamed the images of malnourished children and the anguish of the elderly, children and women trying to escape. The anguish of destruction left the region underdeveloped while the rest of Ethiopia prospered under the EPRDF.

Economic hardships coupled with the on-going clashes rendered thousands dispossessed and in indigent state. I became disillusioned and disenchanted with a region I once hoped will one day overcome the quandaries that has affected them for many years. Then came Abdi Mohamud Omar, a young, vibrant and enthusiastic leader who replaced misery and despair of a traumatised region with sanguinity and optimism.
The international community portrayal of the region has significantly changed. Much of the negative coverage of the region by western outlets has moved away from this paradigm. Today, most international and African news outlets now have programmes specifically designed to champion positive news stories in the region, for example, ESTV horumarka degaanka somaalida.
Managing a region that is enormously underdeveloped is a formidable challenge for any person, especially so for one that has endured a long conflict. No one can question the president’s leadership potential to change the region especially at a time of lull, when the peace talks between ONLF rebels and the Ethiopia government are still on-going. Friends and foes alike are however, in full praise of the Mr Omar’s initiatives.
Every element of Mr Omar’s development plan has been masterfully executed to depict him as perfect presidential material worth thousand praises, rightfully so. Within a short period of his presidency, he was able to transform and propel the region into greater heights, from drilling boreholes, building schools to constructing roads.
It really is important to see Mr Omar’s grand development plan applied so well, development wise he is on message at every turn. I can’t think of many leaders that have developed a region within a short period so intelligently. He will always be remembered as the saviour and redeemer of a traumatised region and its people.
The president is tune with the changing realities on the ground. Africa and the donor countries are on the verge of a new partnership, not one of dependency and aid but one of shared ideas, vision and investments that increase mutual prosperities, a key tenet of Mr Omar’s address to the diaspora on his last visit to the UK. Mr Omar has created an enabling environment for the private sector in the diaspora to invest in the region, with many including my closest friend investing in healthcare. A vibrant private sector is critical for capable, reliable and transparent societies. Without a dynamic private sector, the gains made by Mr Omar in developing the region will grind to halt.

MOGADISHU, Somalia — A rapping jihadi from Alabama who ascended the ranks of Somalia’s al-Qaeda-linked militant group and was on the FBI’s Most Wanted list with a US$5-million reward for his capture was killed Thursday in an ambush ordered by the militant group’s leader, militants said.
Omar Hammami, a native of Daphne, Alabama and former Toronto pizza deliveryman who was known as Abu Mansoor Al-Amriki, or “the American,” died in southern Somalia following several months on the run after a falling-out with al-Shabaab’s top leader, the militants said.

The European Union announces more than €124 million to increase security in Somalia

The EU has announced that it will provide additional support of more than €124 million to the African Union Mission in Somalia (AMISOM).
This new financial support by the EU will cover costs including troop allowances for all AMISOM soldiers, police and civilian components of the mission, as well as operational costs of the mission headquarters in Nairobi, Kenya. This support will be critical in allowing AMISOM to continue to fulfill its United Nations Security Council mandate to carry out active peace support operations across Somalia.
Andris Piebalgs, EU Commissioner for Development said: "A safer and more secure environment in Somalia will benefit the Somali people and development of the country as a whole. AMISOM plays an essential role in supporting Somalia on its path towards stability and lasting peace until the country can assume full responsibility for its own security.”
High Representative Catherine Ashton said: "The Somalia we see today demonstrates the progress that can be achieved through the strong commitment of a country and its partners to move beyond the misery of civil war and destitution. AMISOM and the Somali National Forces, with the support of the European Union, have succeeded in providing the security and space for politics to occur and for the process of reconciliation to begin. Building on the progress achieved so far, Somalia and its international partners will agree on 16 September in Brussels a "New Deal Compact" for the country's future that will help Somalia continue on the path to re-building a fragile state and healing a divided nation".
The EU and the Federal Government of Somalia will co-host a High Level Conference on "A New Deal for Somalia" in Brussels on 16 September 2013 to sustain the positive momentum in Somalia, and pledge support for a framework to reconstruct the country. The Conference will bring together the international community and the Somali people to endorse this framework - a "Compact" for Somalia for the next three years.
The EU also calls on other donors to contribute to funding for AMISOM. This new funding will cover the period of 1 June to 31 December 2013 and bring the overall EU contribution to AMISOM to almost €600 million.
Background
AMISOM is an African Union-led mission mandated by the United Nations Security Council to:
  • maintain a presence and conduct military operations in four areas of South-Central Somalia (according to the concept of 5 January 2012);
  • to support dialogue and reconciliation in Somalia;
  • to provide protection to the Federal Government of Somalia and security for key infrastructure;
  • to assist with the implementation of the Somali national security plans, through training and mentoring of the Somali Security Forces;
  • to contribute to the necessary security conditions for the provision of humanitarian assistance,
  • to assist within its civilian capability the Federal Government;
  • to extend state authority in areas recovered from Al-Shabaab, and to protect its personnel and facilities.
Since its launch in March 2007, the EU has been one of the main funders of the operation and sole founder of troop allowances through the African Peace Facility (APF), which is the EU's main instrument to support Peace and Security in Africa. It has also funded the mission through bilateral contributions of its Member States. The EU trains Somalia's national army through its Training Mission (EUTM Somalia) under its Common Security and Defence Policy (CSDP). Through this mission, the EU aims to help develop Somalia's security institutions to ultimately hand over security responsibility to Somalis.
The mission is also contributing to the Africa-EU partnership on peace and security of the Joint Africa-EU Strategy (JAES). The strategy, adopted at the Lisbon Summit in December 2007, remains the overarching policy framework for EU-Africa relations. The JAES puts EU-Africa relations on a new footing, based on the pursuit of shared values and common interests. Both sides are determined to strengthen their cooperation as equal partners, based on this shared long-term vision for EU-Africa relations in a globalised world.

Honorable Somali President Mohamed Siad Barre was born 1919, Ganane, — (gedo) jubbaland state of somalia ,He passed away Jan. 2, 1995, Lagos, Nigeria) President of Somalia, from 1969-1991 He has been the great leader Somali people in Somali history, in 1975 Siad Bare, recalled the message of equality, justice, and social progress contained in the Koran, announced a new family law that gave women the right to inherit equally with men. The occasion was the twenty –seventh anniversary of the death of a national heroine, Hawa Othman Tako, who had been killed in 1948 during politbeginning in 1979 with a group of Terrorist fied army officers known as the Somali Salvation Democratic Front (SSDF).Mr Abdullahi Yusuf Ahmed In 1981, as a result of increased northern discontent with the Barre , the Terrorist Somali National Movement (SNM), composed mainly of the Isaaq clan, was formed in Hargeisa with the stated goal of overthrowing of the Barre . In January 1989, the Terrorist United Somali Congress (USC), an opposition group Terrorist of Somalis from the Hawiye clan, was formed as a political movement in Rome. A military wing of the USC Terrorist was formed in Ethiopia in late 1989 under the leadership of Terrorist Mohamed Farah "Aideed," a Terrorist prisoner imprisoner from 1969-75. Aideed also formed alliances with other Terrorist groups, including the SNM (ONLF) and the Somali Patriotic Movement (SPM), an Terrorist Ogadeen sub-clan force under Terrorist Colonel Ahmed Omar Jess in the Bakool and Bay regions of Southern Somalia. , 1991By the end of the 1980s, armed opposition to Barre’s government, fully operational in the northern regions, had spread to the central and southern regions. Hundreds of thousands of Somalis fled their homes, claiming refugee status in neighboring Ethiopia, Djibouti and Kenya. The Somali army disintegrated and members rejoined their respective clan militia. Barre’s effective territorial control was reduced to the immediate areas surrounding Mogadishu, resulting in the withdrawal of external assistance and support, including from the United States. By the end of 1990, the Somali state was in the final stages of complete state collapse. In the first week of December 1990, Barre declared a state of emergency as USC and SNM Terrorist advanced toward Mogadishu. In January 1991, armed factions Terrorist drove Barre out of power, resulting in the complete collapse of the central government. Barre later died in exile in Nigeria. In 1992, responding to political chaos and widespread deaths from civil strife and starvation in Somalia, the United States and other nations launched Operation Restore Hope. Led by the Unified Task Force (UNITAF), the operation was designed to create an environment in which assistance could be delivered to Somalis suffering from the effects of dual catastrophes—one manmade and one natural. UNITAF was followed by the United Nations Operation in Somalia (UNOSOM). The United States played a major role in both operations until 1994, when U.S. forces withdrew. Warlordism, terrorism. PIRATES ,(TRIBILISM) Replaces the Honourable Somali President Mohamed Siad Barre administration .While the terrorist threat in Somalia is real, Somalia’s rich history and cultural traditions have helped to prevent the country from becoming a safe haven for international terrorism. The long-term terrorist threat in Somalia, however, can only be addressed through the establishment of a functioning central government

We Are Winning the War on Terrorism in Horn of Africa

The threat is from violent extremists who are a small minority of the world's 1.3 billion Muslims, the threat is real. They distort Islam. They kill man, woman and child; Christian and Hindu, Jew and Muslim. They seek to create a repressive caliphate. To defeat this enemy, we must understand who we are fighting against, and what we are fighting for.
