With out pure competition and respect among Somali telecommunication and remittance companies and the lack of strong central government in Somalia, the situation will remain worse but they think development.

18 arrested in khat distribution ring, including Dahabshil branch manager and 12 locals.

ALEXANDRIA, Va. – FROM UNITED STATES ATTORNEY’S OFFICE FOR THE EASTERN DISTRICT OF VIRGINIA

Eighteen people have been arrested for their alleged roles in an international conspiracy trafficking more than 4.4 million grams of khat throughout the United States. All 18 were taken into custody Wednesday, including 10 in Northern Virginia, two in Maryland, four in New York, and two in Ohio.

According to court documents, Yonis Muhudin Ishak, a/k/a Yunis Sheikal and Shak, a naturalized U.S. citizen from Somalia living in Arlington, Va , is the leader of a conspiracy that allegedly uses human couriers to transport khat into the United States from England, Canada, and Holland. In addition, the alleged conspirators sent packages of khat to the U.S. via the U.S. Postal Service and delivery companies.

The conspiracy would then allegedly distribute the khat, via couriers and the postal system, to at least 15 states, including California, Washington, Tennessee, New York, and the Washington, D.C.-metro area. The conspirators allegedly transmit proceeds from their drug sales to others in England, Kenya, Somalia and Uganda.

Fresh khat leaves contain the drug cathinone, an addictive stimulant with effects similar to but less intense than that of methamphetamine or cocaine. Over time, the cathinone in khat leaves degrades, and the court documents allege that Ishak placed priority on ensuring the khat smuggled into the United States was fresh.

He allegedly used at least 14 couriers, whom he would pay about $1,000 per trip to travel to England and return with khat smuggled in their passenger luggage. Ishak and other conspirators would use rented vehicles to provide couriers with transportation to and from the airport and designate locations throughout the United States for couriers to retrieve or ship khat to conspirators in other parts of the country. At times, Ishak is accused of suggesting that conspirators use their children as couriers to evade detection.

All of those arrested were charged with conspiring to distribute cathinone, which carries a maximum penalty of 20 years in prison, if convicted.

Others charged as part of the alleged conspiracy include the following:

· Abdulkadir Isse, a/k/a “Abdul” and “Burane,” a naturalized U.S. citizen from Somalia residing in Springfield, Va., is accused of being Ishak’s partner in the khat trafficking organization.

· Suado Mohammed Ali, a naturalized U.S. citizen from Somalia residing in Burke, Va., is accused of assisting Ishak in smuggling and distributing khat.

· Hassan Hassan, a/k/a “Elay,” a legal permanent U.S. resident from Somalia residing in Alexandria, Va., is accused of assisting Ishak in smuggling and distributing khat, as well as laundering the proceeds of khat sales.

· Ahmed Hassan, a/k/a “Dirir,” a naturalized U.S. citizen from Somalia residing in Alexandria, Va., is accused of assisting Ishak in smuggling and distributing khat, as well as laundering the proceeds of khat sales.

· Yonas Beyene, a/k/a “Yonka,” a naturalized U.S. citizen from Somalia residing in Alexandria, Va., is accused of using his position at a vehicle rental agent to assist Ishak in renting vehicles used to transport and distribute khat.

· Ismail Abdi, a legal permanent U.S. resident from Somalia residing in Alexandria, Va., is accused of assisting Ishak in smuggling and distributing khat, as well as storing khat at his residence.

· Hibo Samantar, a/k/a “Fadumo,” a naturalized U.S. citizen from Somalia residing in Annandale, Va., is accused of assisting Ishak in smuggling and distributing khat, as well as laundering the proceeds of khat sales.

· Osman Yusuf, a naturalized U.S. citizen from Somalia residing in Clifton, Va., is accused of using his position as a branch manager for a money service business to remit proceeds from khat sales to individuals located overseas.

· Abdirahman Jibril, a legal permanent U.S. resident from Somalia residing in Fairfax, Va., is accused of using his position as an employee at a money service business to remit proceeds from khat sales to individuals located overseas.

· Adbi Muhumed, a/k/a “Juba,” a legal permanent U.S. resident from Somalia residing in Parkville, Md., is accused of assisting Ishak in smuggling and distributing khat in Maryland, as well as laundering the proceeds of khat sales.

· Harun Salhan, a naturalized U.S. citizen from Somalia residing in Wheaton, Md., is accused of assisting Ishak in smuggling and distributing khat in Maryland, as well as laundering the proceeds of khat sales.

· Lutf Mohamed Albukhaiti, a naturalized U.S. citizen from Yemen residing in Brooklyn, N.Y., is accused of assisting Ishak in smuggling and distributing khat in New York, as well as laundering the proceeds of khat sales.

· Nagi Alashmali, a naturalized U.S. citizen from Yemen residing in Brooklyn, N.Y., is accused of assisting Ishak in smuggling and distributing khat in New York, as well as laundering the proceeds of khat sales.

· Moheeb Nasser, a naturalized U.S.

citizen from Yemen residing in Brooklyn, N.Y., is accused of assisting Ishak in smuggling and distributing khat in New York, as well as laundering the proceeds of khat sales.

· Khaled Ahmed Isa, a/k/a “Adnan,” a naturalized U.S. citizen from Yemen residing in Queens Village, N.Y., is accused of assisting Ishak in smuggling and distributing khat in New York, as well as laundering the proceeds of khat sales.

· Abdi Omar Abdi, a legal permanent U.S. resident from Somalia residing in Columbus, Ohio, is accused of assisting Ishak in smuggling and distributing khat in Ohio, as well as transporting khat from New York to Ohio.

· Abokor Gurreh, a/k/a “Mubarak,” Mohamed Farhan,” and “Farhan M. Mohamed,” a naturalized U.S. citizen from Somalia residing in Columbus, Ohio, is accused of assisting Ishak in smuggling and distributing khat in Ohio, as well as transporting khat from New York to Ohio.

The ongoing investigation was conducted by ICE HSI with support from FBI, DEA, U.S. Postal Inspection Service, U.S. Customs and Border Protection, and the U.S. Marshals Service as well as local law enforcement in Virginia, Maryland, Ohio and New York including Arlington County Police Department, Fairfax County Police Department, Alexandria Police Department, Metropolitan Washington Airport Authority and local law enforcement in Ohio including Columbus Police Department, Franklin County Sheriff’s Department and Gahanna Police Department, Baltimore County Police, Montgomery County Police and New York City Police Department.

Special Assistant United States Attorney Michael Frank and Assistant United States Attorney Mary Daly are prosecuting the case on behalf of the United States.

Criminal complaints are only charges and not evidence of guilt. A defendant is presumed to be innocent until and unless proven guilty.

Canadian law enforcement officers arrested a man who allegedly sought to travel to Somalia to join the terrorist group Al-Shabaab, an affiliate of al-Qaeda.

The suspect, 25-year-old Mohamed Hersi, was stopped at Toronto Pearson airport on Tuesday, Canadian police said in a press statement.
The Royal Canadian Mounted Police said he was bound for Cairo, then Somalia. Hersi appeared in a Brampton, Ontario, courtroom Wednesday and was remanded into custody until Friday when he was formally charged.
Police gave little information about him, only that he is a Canadian citizen and quit his job in preparation for the trip. Al-Shabaab is an al-Qaeda-linked militia trying to overthrow Somalia's transitional government.He planned to join Al-Shabaab, which the US and Canada consider a terror group, and "participate in their terrorist activities," police said.
Hersi was charged under Canadian federal law with attempting to participate in terrorist activity and with providing counsel to a person to participate in such activity, police said.
The Royal Canadian Mounted Police (RCMP) said more information on the suspect will be forthcoming. A U.S. law enforcement official told the Law Enforcement Examiner that an anti-terror police unit began investigating Hersi in October, and arrested him without incident after learning he planned to "travel to Somali to hook up with Al-Shabaab."

Al-Shabaab, which loosely translates to “The Youth,” operates as a terrorist organization whose objective is the violent overthrow of the Somali Transitional Federal Government (TFG), the ouster of African Union support, and the imposition of Shariah law in Somalia.

Somalia-based al Qaeda affiliate Al Shabaab Leaders Condemn Each Other Publicly

A months-long dispute among senior members of Somali insurgent group Al Shabaab took a worse turn Saturday when a senior commander condemned the group’s top chief,

“A leader is he who addresses his people and leads his people towards all good things, but fighting everyone is not part of the solution,” Shongole said.
Local sources report that the dispute among Al Shabaab’s top leaders intensified earlier this month when Al Shabaab insurgents attacked and seized Burhakaba town, located in Bay region northwest of Mogadishu.
Upwards of 30 people were killed in the clashes between Al Shabaab and Hizbul Islam insurgent factions. Burhakaba had previously been under the control of Hizbul Islam, a group led by Islamist hardliner Sheikh Hassan Dahir Aweys.
“The fighting in Burhakaba was not jihad, because its haram [prohibited] for a Muslim person to kill another Muslim person and then brag about it,” Shongole said publicly at the mosque.
Insiders say Shongole is allied to Al Shabaab’s deputy commander, Sheikh Muktar Robow “Abu Mansur,” a native of Bay region. Godane, Al Shabaab’s top chief, is a native in northwestern Somalia separatist region of Somaliland and has no population base in southern Somalia.
This is the first time that a senior member of Al Shabaab has publicly condemned Godane, thereby publicly revealing the fractures that occurred within the group since September fighting when upwards of 800 Al Shabaab fighters were killed in Mogadishu clashes with African Union-backed Somali government forces.

The fighting begun after Sool, Sanaag and Ceyn (SSC) armed militiamen attacked military bases stationed by Somaliland forces in the village. Reports emanating from Kalshale village say that the two warring sides have exchanges heavy gun battle and shoulder launched missiles during the confrontation that lasted for hours.

They call themselves the SSC and their deputy leader is a sturdy, gray-haired former army officer named Colonel Ali Hassan Sabarey, who speaks English and studied business administration at college.
He is also a Canadian. "I really miss the hockey," the former Toronto resident told the National Post in a phone interview. "I really miss that and I miss a lot of things. I miss the Eaton's Centre, I miss the downtown, I miss the community and I hope I will be back." In the four months since Col. Sabarey, a former Seneca College student, and the SSC leader Suleiman Essa of Columbus, Ohio, arrived in the region, their militias have clashed repeatedly with Somaliland government forces. "It is very unfortunate to know that some of the people who are causing harm to our security, or attempting to endanger our security, are actually coming from the United States or from Canada," the Foreign Minister said. "I would describe those leaders who are waging war against Somaliland, we call them people who have committed war crimes. They simply attacked and killed citizens, therefore we would like to take them into justice in Somaliland." The SSC, which derives its name from the Sool, Sanaag and Cayn regions it represents, is a product of the almost total collapse of Somalia, one of the most lawless, chaotic and heavily armed places on the planet.

He left the country in 1990 to study in the United States and came to Canada in 1991, he said. That same year, northern Somalia broke away from the south. The Somali National Movement, formed by exiles in London, declared independence from southern Somalia. It called the new northern republic Somaliland. Roughly the size of England, Somaliland borders Somalia's Puntland region, Ethiopia, Djibouti and the strategic Gulf of Aden. With its capital in Hargeisa, it has a population of 3.5 million and an economy largely based on livestock exports to Saudi Arabia. Relative to the turmoil in southern Somalia, it is peaceful.
"Somaliland is actually a flourishing democracy," Foreign Minister Omar said. "We have just had a presidential election which has been declared a free and fair election by the international community. We also have a thriving society, including the economy."  nationalpost.com/

In RAND Report, an American Think Tank, on Radical Islam in East Africa the authors wrote, "In mid-2006, Sheikh Ali Warsame, the founder of AIAI (who is based in Bur’o, Somaliland), reportedly sent $250,000 to the courts." this means the money was sent to Al Shabaab and perhaps through Dahabshiil. Thus, Dahabshiil is suspected to be the financier and lifeline of logistics and money movement in and out for Al Shabaab.

SAN DIEGO - The owner of a San Diego  hawala money transfer business, who allegedly lured investors by falsely claiming they would see a monthly return of $500 for every $10,000 invested, was arraigned Monday on wire fraud and criminal forfeiture charges. A federal indictment unsealed Monday also alleges that Mohamud Abdi Ahmed -- who owned and operated Shidaal Express Inc. -- presented himself as an experienced stock trader who had been successfully trading stocks for a number of years and told investors any losses would be limited to 20 percent of their principal investment. In reality, Ahmed suffered a net loss from his trading activity from 2004 to 2008 and reported losses of hundreds of thousands of dollars from stock trading on his tax returns, according to prosecutors. The indictment also alleges that investors' losses were not limited to 20 percent, and that Ahmed substantially dissipated investor funds through trading losses, payments to investors and other means.
Ahmed, 40, will be back in court on Thursday for a detention hearing. A motions and trial-setting hearing is set for Sept. 17.

Mahmoud Saeed Ga'ameye also said that a main traditional leader of the Warsengeli clan in Eastern Sanaag Sultan Saeed Sultan Abdisalam will be arrested and prosecuted on treason charges for participating in the Somalia constitutional conference in Mogadishu.While declaring their unwavering loyalty and allegiance to the republic of Secessionist Somaliland informed the minister that they will accept neither the arrest nor prosecution of their leader Sultan Saeed Sultan Abdilahi since he is not the only traditional leader from Somaliland who to part in the Mogadishu conference.A statement released by the elders after their meeting said, "While Residents of eastern Sanaag owe allegiance to Secessionist Somaliland, they will not allow the government to prosecute Sultan Saeed for attending the constitutional conference in Mogadishu"The elders who informed that they are aware of the illegality of Secessionist Somalilanders participation in the conference urged the central government in Hargeisa to reconsider the prosecution issue as it might create disharmony within local populations as 100's of traditional leaders from all parts of the country went to Mogadishu against the wishes of the government.
